Lombardia, cyberbullismo e rischi web: accordo tra Corecom e avvocati

MILANO – Realizzare azioni di comune interesse, rivolte alle scuole secondarie di primo e secondo grado della Lombardia, sui temi della comunicazione digitale e in particolare sui rischi del web. E’ quanto si propone l’accordo quadro di collaborazione tra il Comitato regionale per le Comunicazioni per la Lombardia (Corecom), l’Unione Lombarda dei Consigli dell’Ordine degli Avvocati e l’Ordine degli Avvocati di Milano, che è stato sottoscritto questa mattina in Consiglio regionale.

Nell’occasione sono intervenuti la presidente del Corecom Lombardia, il presidente dell’Ordine degli avvocati di Milano Vinicio Nardo e Carmelo Ferraro in rappresentanza dell’Unione lombarda degli Ordini forensi. “Abbiamo fortemente voluto sottoscrivere questo accordo quadro con gli ordini degli avvocati, perchè siamo consapevoli che unendo le migliori competenze delle istituzioni coinvolte potremo essere sempre più efficaci nel contrasto ai fenomeni lesivi presenti su internet –ha evidenziato la Presidente del Corecom Lombardia-. Non svolgeremo solo corsi formativi dentro gli istituti scolastici, ma attiveremo anche sportelli legali di primo aiuto, offerti a tutti gli studenti della Regione, che si avvantaggeranno non solo delle competenze legali, ma di tutta quella sensibilità e capacità di ascolto che solo un avvocato formato, con esperienza in diritto di famiglia e minori, può essere in grado di dare”.

“Tra la creazione di ulteriori reati e la sensibilizzazione virtuosa delle nuove generazioni sui pericoli della rete e sui danni irreparabili alla dignità delle persone, forse questa seconda via rappresenta la scelta più adeguata –ha commentato il Presidente dell’Ordine degli Avvocati di Milano Vinicio Nardo-. Il protocollo con Corecom rafforza la collaborazione da tempo in atto con le istituzioni regionali e con le scuole sui temi dell’educazione alla legalità e sul contrasto al bullismo e al cyber bullismo”. Carmelo Ferraro, segretario generale dell’Unione lombarda degli Ordini forensi, ha fatto presente come “la partecipazione al progetto degli ordini lombardi degli avvocati rappresenta un valore aggiunto per le istituzioni e per i cittadini: ordini e avvocati sono presenti sul territorio, nelle scuole, nei palazzi di giustizia, e rappresentano delle antenne sensibili sui disagi e i bisogni giovanili”.
In chiusura è intervenuto anche il Presidente del Consiglio regionale della Lombardia, che ha sottolineato come “l’azione di formazione, informazione e prevenzione sviluppata dal Corecom su temi come l’utilizzo corretto della rete e la tutela dell’identità digitale si sta rivelando un servizio di grande importanza, così come la sempre maggiore attenzione data alla promozione della legalità e del rispetto delle regole etiche e deontologiche nello svolgimento delle attività di comunicazione. Fondamentale –ha aggiunto- è ora il supporto degli ordini forensi, che su questi temi posso garantire una assistenza ancora più puntuale e qualificata agli utenti, peraltro ancora più meritoria perché svolta gratuitamente”.
Alla sottoscrizione dell’accordo quadro erano presenti anche i Presidenti dell’Ordine degli Avvocati di Como Giuseppe Monti e dell’Ordine degli Avvocati di Lodi Angela Maria Odescalchi.

Nello specifico l’accordo prevede la realizzazione di iniziative di sensibilizzazione, anche direttamente all’interno degli istituti scolastici, sui rischi derivanti dall’utilizzo incauto delle nuove tecnologie digitali; iniziative di ascolto e orientamento su tematiche generali riguardanti gli strumenti di tutela rispetto ai contenuti lesivi presenti nel web; campagne di informazione e comunicazione di carattere generale sulle modalità di protezione della propria identità digitale; organizzazione congiunta di convegni o seminari sui temi riguardanti la comunicazione e il cyberbullismo con particolare attenzione all’utenza giovanile; l’individuazione e lo sviluppo di buone prassi da diffondere nelle scuole; l’organizzazione di una rete di istituti scolastici quali punti di prossimità con funzioni di orientamento e supporto all’utenza sulle tematiche oggetto dell’accordo. Al fine di contribuire a migliorare la consapevolezza e la prudenza nell’ambito dell’utilizzo della rete, saranno organizzati corsi formativi e informativi gratuiti presso gli istituti scolastici del territorio regionale lombardo, rivolti a studenti, docenti e genitori. Sarà inoltre predisposto un servizio di orientamento legale, da offrire agli studenti delle scuole secondarie di primo e secondo grado della Lombardia. A tal fine l’Ordine si impegna a individuare, tra i propri iscritti all’Albo, avvocati disponibili a dedicare tempo e risorse per svolgere le iniziative di sensibilizzazione presso le scuole; il Corecom si impegna a formare gli avvocati disponibili e a fornire loro il materiale didattico.
