Estorsione, corruzione e frode: maxi operazione Gdf contro ‘ndrangheta tra Varese e Como

COMO – VARESE – SARONNO – Dalle prime ore dell’alba, la Polizia di Stato e la Guardia di Finanza stanno eseguendo 54 provvedimenti di fermo di indiziati di delitto, al termine di una lunga e articolata indagine coordinata dalla Procura Distrettuale di Milano e condotta dalla Squadra Mobile di Milano, unitamente al Servizio Centrale Operativo della Polizia di Stato e dal Nucleo di Polizia Economico Finanziaria della Guardia di Finanza di Como.

La complessa attività di indagine, sviluppatasi in coordinamento tra la DDA di Milano e la DDA di Reggio Calabria, ha consentito di ricostruire la storia di circa quindici anni di presenza della ‘ndrangheta nel territorio a cavallo tra le province di Como e Varese, evidenziandone la vocazione sempre più imprenditoriale e svelandone le modalità di mimetizzazione e compenetrazione con il tessuto economico-legale.

Si tratta di persone di origine calabrese provenienti dalla piana di Gioia Tauro, presunti appartenenti alla cosca Molè, che, avvalendosi della forza di intimidazione e della condizione di assoggettamento e omertà che ne è derivata, hanno, in un primo periodo, posto in essere, in modo stabile e continuativo, una serie indeterminata di delitti di estorsione, usura, bancarotta fraudolenta, frode fiscale e corruzione, costringendo gli imprenditori lombardi al pagamento di ingenti somme di denaro per poi acquisire la totale gestione e controllo di attività economiche.

In particolare, l’indagine ha consentito di fotografe tre periodi storici, caratterizzati da altrettante modalità di assoggettamento del territorio:

• periodo 2007/2010, caratterizzato da numerosi episodi di estorsione in danno di imprenditori locali;

• periodo 2010/2019 in cui, alle estorsioni, si è aggiunto il controllo e la gestione economica di appalti assai remunerativi relativi al servizio di pulizia di grandi imprese ottenuti dall’organizzazione grazie alla “collusione” di un imprenditore che si presentava quale “faccia pulita”, titolare formale di cooperative operanti nel settore, cooperative con le quali veniva ideato ed attuato un articolato sistema di frode finalizzato all’evasione fiscale attraverso cui veniva finanziata l’associazione di stampo mafioso;

• periodo 2018 sino ad oggi in cui, disarticolato in parte il sistema di frode fiscale di cui al periodo precedente in seguito ad alcuni arresti, sono ripresi, su larga scala, gli episodi di estorsione in danno di piccoli e medi imprenditori e, anche, di semplici cittadini.

Molteplici sono stati i settori in cui vi sono indizi gravi che gli indagati siano riusciti ad estendere il loro controllo, dal settore del trasporto conto terzi alla ristorazione e ai servizi di pulizia e facchinaggio, caratterizzandone ognuno con il marchio dell’acquisizione illegale e/o della gestione illegale, in spregio di ogni norma a tutela degli interessi dello Stato, dei cittadini e degli altri imprenditori. Emblematico il caso di un noto ristorante milanese sito in un punto panoramico cittadino, gestito da una società riconducibile agli indagati che, dopo aver drenato notevoli risorse finanziarie illecite dagli indagati e verso gli indagati, accumulando, però, ingenti debiti nei confronti dell’erario, è stata dichiarata fallita per aver sistematicamente omesso il versamento delle imposte.

Agli indagati viene, altresì, contestato, in via indiziaria, l’utilizzo di modalità estorsive, di violenze e di fatti di illecita concorrenza che avrebbero consentito di gestire i sub appalti di una nota e storica società lombarda operante nel settore della produzione di bevande e connessa logistica. Le commesse di trasporto così illecitamente acquisite venivano poi spartite tra i vari affiliati consentendo a tutti lauti guadagni accresciuti, altresì, dal ricorso sistematico a false fatturazioni.

Accanto a questa ‘ndrangheta 2.0 Società Per Affari, mai abbandonato appare anche l’interesse per il traffico di stupefacenti, nell’ambito del quale sono chiaramente emerse le mire espansionistiche verso la Svizzera e, in particolare, verso il Cantone San Gallo divenuto una vera e propria base logistica per alcuni dei soggetti indagati che vi si sono stabilmente insediati, dedicandosi prevalentemente ai traffici di sostanza stupefacente proveniente dall’Italia, provvedendo, nel contempo, a radicarsi e ramificarsi allo scopo di costituire in loco nuove strutture territoriali di ‘ndrangheta. In questo filone, le attività d’indagine sono state effettuate avvalendosi di una Squadra Investigativa Comune costituita tra l’Autorità Giudiziaria Italiana e il Ministero Pubblico della Confederazione per la Svizzera.

Il coordinamento investigativo sia tra le rispettive polizie giudiziarie sia tra le DDA di Milano e Reggio Calabria, evidenziando la presenza di soggetti protagonisti di entrambe le indagini, ha consentito di confermare ancora una volta la struttura unitaria della ‘ndrangheta, pur nella sostanziale autonomia delle singole articolazioni territoriali, confermando il legame esistente tra i locali lombardi e i corrispondenti locali di ‘ndrangheta esistenti in Calabria, nonché il rilevante ruolo di Milano e della Lombardia, nelle dinamiche e negli interessi della ‘ndrangheta al nord Italia.
